Has the city of Berkeley announced how they will enforce compliance to the 5 foot rule for vegetation or combustibles if you live in the new fire zone?

They have not announced anything precise about enforcement yet. In fact, Zone 4 is part of the new EMBER proposal that still needs to get voted in by the Berkeley City Council.
If we assume that it passes, though, BFD has been very clear that they will enforce Zone 0, the 5-foot zone, aggressively. I think we have to assume that nobody will be able to keep any vegetation or combustible in Zone 0.
