In 2019, EBMUD “upgraded” Summit Reservoir: "EBMUD replaced the old Summit Reservoir and Shasta-Woods Pumping Plant located on the Berkeley/ Kensington border in December 2019. Construction included replacing the old 37-million-gallon, open-cut Summit Reservoir with a smaller 3.5-million-gallon concrete water tank to improve water quality, meet current water demands and enhance our operations " (from Summit Reservoir Replacement :: East Bay Municipal Utility District).
In the process, the amount of water locally available for firefighters (which is mostly contained in Summit Reservoir, with the exception of the large water tank on Woodhaven) on the top of the Berkeley Ridge went down by a factor of almost 10.
Did this change take into account firefighting needs for the Ridge? How is it affecting wildfire defense capabilities in proposed Zone 4?
